WTF is this beerze card???

reading the above quote i find it pretty hard to believe tht the official servers wanted to have wizzies who could have instant cast on 1 base dex..yea..its true..
for all those who are unaware of wht i'm talking abt..i'm talking abt this accessory card called beerzebub card..which can be made through a quest requiring 5 ADCs and some other stuff..
when i read the description of the card {reduce casting time by 30%}, it sounded kind of normal..but either i understood it wrong or its scripted in a pathetic way..coz it gives the user instant cast on any skill without requiring even a single base dex point..
anyway..from my side..seeing the wizzies in pvp..i feel its pretty overpowering..
waiting for other ppls view on this matter..and hope the admin takes due notice a.s.a.p. and rectifies it..
